International cultural collaboration and exchange

In the National Development Budget of 2003/2004 the list of problems to be addressed included absence of physical infrastructure and equipment for cultural and media, lack of up-to-date media and culture skills, poor internal organisation and isolation from international professional associations, heavily damaged cultural heritage and extremely limited local capacity for intervention on sites and monuments. To remedy this cultural exchanges were strongly supported.
