The Ministry of Culture and Information is the key executive arm for cultural policy in the Socialist Republic of Việt Nam. In accordance with Decision 63/2003/ND-CP of 2003 on the Functions, Responsibilities, Rights and Organisational Structure of the Ministry of Culture and Information, the Ministry is the government organisation responsible for state management in the fields of culture and information, covering cultural heritage, performing arts, cinema, fine arts, photography, exhibitions, the press, publishing, copyright for literary and art works, libraries, advertising, basic culture, propaganda, state management of public services and representation of state ownership in state-invested enterprises operating in the fields of culture and information according to the provisions of the law. The Ministry offers guidance to organisations and citizens in the field of culture and information in accordance with Communist Party guidelines and the policies and laws of the state, and draws up policies relating to different fields of culture and information. The Ministry comprises (i) a Permanent Office in Hồ Chí Minh City; (ii) 10 Special Departments which are charged with direct responsibility for overseeing the development of cultural activity throughout the four cities and 57 provinces of Việt Nam, namely the Basic Culture and Information Department, the Cinema Department, the Fine Art and Photography Department, the Library Department, the Ethnic Culture Department, the National Copyright Office of Việt Nam, the National Cultural Heritage Department, the Performing Arts Department, the Press Department and the Publishing Department. Broadcasting was formerly part of the Ministry's remit, but both radio and television were reorganised during the early 1990s through the establishment of separate statutory agencies; (iii) 7 Functional Departments – comprising the Minister's Office, the Inspectorate, the International Co-operation Department, the Legal Department, the Personnel Department, the Planning and Finance Department and the Training Department. It also incorporates three research institutions, eight tertiary training institutions, 12 secondary schools, seven vocational schools, five national museums and two exhibition centres and oversees the activities of numerous film studios, printing and publishing houses, cultural product distribution and import-export agencies, film and video technical suppliers and heritage design/construction companies. Press institutions within its remit include a newspaper and two magazines.
