The obligations of the Social and Cultural Affairs Committee of the National Assembly are principally legal in nature, including drafting legislation, bills and budgets. It functions to supervise and oversee the implementation of the socio-economic development and state budget in the socio-culture sector; to study the draft plans and state budget in the socio-culture sector; to study and make recommendations on draft laws and draft regulations in the socio-culture sector submitted to the National Assembly by the government and other organisations; to oversee and promote the implementation of the constitution and law in the socio-culture sector; to co-ordinate with the Party, State, mass organisations and other concerned agencies in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and to go and inspect on site; to contact foreign and international organisations based on the agreement of its Standing Committee; to submit to the National Assembly and to its standing committee different issues related to the socio-culture sector; and to exercise other rights and duties as assigned by the President of the National Assembly or by the Standing Committee of the National Assembly.
