The International Relations Section of the Ministry of Information and Culture is responsible for all relationships with foreign organisations and individuals, both in Laos and overseas, in the field of information and culture. Its activities fall into three main areas: (i) co-operation with countries which have signed a Memorandum of Understanding - implemented through exchanges of visits by technical staff and the provision of facilities for experts working in different projects which are described in the MOU; (ii) co-operation with countries where no Memorandum of Understanding has yet been signed - depending on the decision of the relevant authorities and the capacity of local organisations; and (iii) co-operation with ASEAN Member Countries - implemented through the framework of ASEAN-COCI activities and projects. In addition, the International Relations Section has the duty to request authority for Lao officials travelling outside the country and to welcome and facilitate the work of experts co-operating with the Ministry.
