Legislative power in Việt Nam is exercised by the 500-member National Assembly (Quốc hội), which is elected to a five-year term by universal adult suffrage. Its current Chairperson is Mr Nguyễn Văn An. The National Assembly meets twice each year to consider socio-economic development plans, national financial and monetary policies, revenue estimates and expenditure plans, to decide the state budget, approve national revenue and expenditure balances of account, to levy, amend and abolish taxes, to approve legislation and to endorse Ministerial appointments recommended by the Communist Party or the Government. It also elects the 15-member Standing Committee of the National Assembly (Ủy ban Thường vụ Quốc hội), which appoints the President (in Vietnamese Chủ tịch or Chairperson); the Presidency is currently held by Mr Trần Đức Lương. In 2003 plans to erect a new National Assembly building close to the old one were halted when preliminary construction work revealed one of the most important archaeological finds in Vietnamese history - see Thăng Long (Hà Nội) Citadel. Since that time it has been decided to relocate the new National Assembly building to an alternative site on the outskirts of Hà Nội, near the Mỹ Đình National Stadium. |
