The Imperial Household Agency, as a government organisation placed under the Prime Minister, takes charge of state matters concerning the Imperial House. In addition, among the Emperor's acts in matters of state stipulated in Article 7 of the Constitution of Japan, the Agency assists His Majesty in receiving foreign ambassadors and ministers and performing ceremonial functions. It also keeps the Privy Seal and State Seal. The Agency is headed by the Grand Steward and he is assisted by the Vice-Grand Steward.
