In 2006 the Slovene Human Resources Development and Scholarship Fund took over the programmes of the former Ad futura Science and Education Foundation, a public fund established by the Slovene Government in July 2001. Through this foundation Slovenia provides the resources for the development and mobility of its intellectual capital: it is a central public interest institution through which the state can fund studies by Slovenes abroad and by foreigners in Slovenia and it is an umbrella institution for financial and informational support of international mobility of students and researchers from and to Slovenia. There are several active programmes, each of which comprises many different projects and calls for applications. The applications are evaluated by a group of academics and professionals.
The Fund provides scholarships for undergraduate and postgraduate study by Slovene citizens abroad and by foreign citizens in Slovenia. It also offers financial support to Slovene citizens conducting research projects abroad and to foreign researchers participating in research projects in Slovenia. It facilitates the participation of Slovene researchers in the international research network as well as facilitating the return of Slovene research personnel. It also offers student loans for studies abroad.
The Fund organises conferences supporting the development of educational and research work policies and information flow. Last but not least, it runs a special programme co-operating with Slovene companies who want to educate promising personnel. Since 2006 the Fund has run several additional programmes relating to human resources development.
